The Eagle Grove City Council will spend just over $1.996 million on the Streetscape project, with the winning bid still coming in under the engineer’s estimate. Wicks Construction of Decorah, Iowa was given the nod to do the construction on the three-block renovation. Other bidders included Sande Construction of Humboldt, Castor Construction of Fort Dodge and Hulsten Excavating of Edgerton, Minnesota.
In a separate agenda item, a contract was also issued to Peterson Construction of Webster City for the revitalization façade project in the downtown. Originally slated for 13 buildings, it is now down to six and the bid awarded was $647,900. Other bids were received from construction firms in Clear Lake and Corning. The downsizing of the project necessitated a change order be approved, and the following downtown addresses will now be included (all of West Broadway); 121,125,202, 206, 208 and 219.
In other separate votes, construction and easement agreements were awarded and an asbestos abatement service agreement was approved with Site Services, Inc. of Algona. “This means each property owner will allow the City to come in and do the project on their particular building,” said city administrator Bryce Davis. “It authorizes the mayor and city clerk to execute the agreements with the downtown property owners taking part.” Also approved was a three-year tax abatement for property owners in the façade project.
The City would like to increase their EMT responders, and approved an agreement to offer reimbursement for training of new volunteers. “Our goal is to get seven individuals signed up,” said Davis. The course is through Iowa Central, and if you are interested contact Davis as soon as possible for the details.
In other action the Council:
-approved publishing a request for grant writing and administrative services for the CDBG sewer collection improvement project. That includes a new lift station and associated backup, televising, manhole replacement/rehabilitation, sewer main spot repairs and CIPP lining of lines. Davis estimates about a $600,000 project;
-approved publishing a request for grant writing and administrative services for a CDBG water treatment improvement project. That plan includes construction of a new well and associated raw lines to the water treatment plant, equipment upgrades at the treatment plant along with structural upgrades to the plant itself. Davis estimates the cost at $750,000.
-set a public hearing for the October 5 council meeting to present the proposed 2021 street improvement project. According to Davis, this will focus on Northwest First Street;
-approved both the Road Use Tax Report and the annual City Financial Report as presented;
-approved having the existing Public Works committee act as a review committee for both the CDBG projects mentioned above;
-approved the second reading, and waived the third, of an ordinance amending City Code relating to the chapter on dog license requirements. The ordinance is now adopted, and licenses are no longer required;
-approved the hiring of an officer for the Police Department;
-approved building permits for Megan Stiltz (parking area), Mackenzie Pohlman (building), Mark & Beth Wilson (building), Ernie & Nelda Kiley (building) and Malinda & Matthew Grimsley (building).
