At their regular meeting this past Monday, held by telephone conference, the Eagle Grove City Council approved grant writing & administrative contracts for both the CDBG sewer collection improvement and water treatment improvement projects for 2021. Simmering-Cory of Storm Lake has done work like this for the City previously, and offered a proposal of $800 for the writing of the grant application for each of the projects. For administering both projects they would receive $20,000 for each, which breaks down into a 10 percent initial payment, 10 percent every three months and the balance upon completion. At their previous meeting, the Council had approved the public works committee to review the applicants and make their recommendation. The Council voted to approve both proposals.
Two separate amendments were also acted on involving Simmering-Cory. One was for administrative services, and the other technical services, for the CDBG housing sustainability project. This included items like government-wide restriction on lobbying, Iowa Civil Rights Act and the Rehabilitation Act. Finally, payment No. 1 for $2,000 was approved for Simmering-Cory for the 2020 water/sewer improvements services.
City administrator Bryce Davis presented the Council the 2021 street improvement project, which consists of a five-block stretch of Northwest First from North Iowa to North Hewett. The street will have curb replacement, alleyway approaches redone, ADA-compliant sidewalks, two manhole replacements, tree berm parking replacement, storm water catch basin repair, sub-base modification and finally an asphalt overlay.
The Council acted on requests to vacate two public right-of-ways, setting public hearings for both actions. Those were platted as Block 15, Wright’s Third Addition, which was formally known as Seventh Street NW and Block 42, Wright’s Third Addition, which was formally known as 11th Street NW. Both of those hearings are set for November 9 at 7 p.m. With each, notification of potential vacation is also being sent to public utilities and the P & Z Commission.
Following discussion, the Council will publish a request for proposals for demolition and cleanup of the property at 1020 North Wright. Potential bidders can obtain a packet at City Hall, and the proposal must be filed by Wednesday, October 28. Bids will be opened and considered at the November 2 Council meeting. Work must be completed by April of 2020, weather permitting.
In other action the Council:
-approved change order No. 1 with Peterson Construction for the downtown façade project. The total contract amount has been scaled down to $331, 800;
-approved a request for proposals for a pre-demolition asbestos survey on the City-controlled property at 710 South Kirkwood. Proposals must be received by October 16 at 4:30 p.m.;
-approved a quote of $18,558.75 from Fischer Bros. LLC to do a slide maintenance project at the Aquatic Center;
-approved building permits for Terry Kist (shed), Mary Sadler (building), Misty Pickering (shed), Robert Sprague (parking/driveway) and Kendall Snyder (fence);
-set Beggar’s Night for Saturday, October 31 from 5-7 p.m. (watch for a story on the details of how this year’s event will work in an upcoming edition of the Eagle).
