To the Citizens of Eagle Grove

These are the questions that I presented to the City of Eagle Grove, and also Eagle Grove City Council.
I asked for the Request for Proposal and the (501c3) Non-Profit Board. A (501c3) has their own set of By-Laws, and are their own Board. As per social media they will soon start building.
The city and or Rotary Board have given up their prior agreement. My question as to who would have requested a building with the city forgoing on the Rotary Project. The city then stated the Park Board, so I asked for any conflicts of interest. As stated, this has not been presented to the people of the community as there has been nothing published in the local paper.
With giving up on the prior agreement, this would become a new Request for Proposal, as they are no longer representing the same build or location. With all this there is no established (501c3 Board). So I asked who is requesting such items and how?
