City council talks water payment plans

In the Tuesday, December 2 meeting of the Clarion City Council, there were only three agenda items. A resolution to set a date for a public hearing on an urban renewal plan was a repeat of one that had occurred at the last council meeting. This resolution put the city in place to proceed with the sale of the spec building located in the Clarion Industrial Park. City Administrator Clint Middleton explained a meeting needs to take place with some stakeholders who will potentially receive TIF moneys should the sale happen.

The council approved the annual financial report. Middleton said that this is now submitted completely online which allows for more checks and balances. The group discussed water payment plans, which citizens occasionally use to pay past overdue water balances. Middleton asked the council to discuss how many payment plans per year a household can use. He added that the city staff ends up spending a great deal of time managing and redoing these payment plans. The council will take action on the matter next meeting.

In individual reports, Director of Public Works Jon DeVries reported that last week was the end of the pilot plant test for the new water treatment facility and that the tests have been very encouraging. He also shared a letter sent to the DNR from ISG engineers applying for an intended use plan for the facility. This is an early step in the project.
