At the Tuesday, February 1 meeting of the Clarion City Council, the group took action on a few agenda items related to the Early Learning Center. They authorized a purchase agreement for the Mosaic building. Much of that building will be undergoing renovations to become the Early Learning Center by the end of this summer. The agreement outlines the city’s plan to purchase the building for $1 along with leasing back space for Mosaic offices onsite.
The council also set a date of February 15 for a public hearing on the project. The hearing is necessary to allow public comments since the city intends to commit funds to the renovation project. Bid letting for the project is also scheduled for February 15. Another measure was passed for ISG Engineering to act as architects on the building renovations.
Two ordinances were read for a third time and then adopted. The first is the city codification which compiles all the city code into a single ‘book.’ And the second is the no parking zone ordinance that has been discussed for the last several meetings. In the final version of the ordinance, Fourteenth Street NE from Central Ave to White Fox Drive would be a no parking on both sides. Also, parking will only be allowed on the west side of North Main Street from 2nd Ave N to 6th Ave N with the exception of religious activities.
In reports, Public Work Director Jon DeVries noted that the city experienced a broken water line on January 27 near Hwy 3 and 4th Street East. The repairs were finished by the next day. City Administrator Clint Middleton added that the downtown facade project is continuing to move forward. The meeting ended with city budget discussions though no action was taken yet.
