Council approves budget amendments

Clarion City Council held its normal meeting on Tuesday, June 16. Many resolutions were discussed during the meeting. To start out the meeting, the council held a public hearing to address the budget amendments for the 2019-2020 fiscal year. The hearing was closed with no changes or statements made from the public. The budget was then approved by the council. 

Next, the council moved to address a pay request from Peterson Construction for a water well project for $133,631. Resolution was passed. Another pay request for GM Contracting for the water well project of $111,786 was passed. GM Contracting asked to increase its budget by $2,068 due to having to live tap a main water line. The event was unforeseen. The resolution passed. 

The Council discussed the Water Rebate Program. City Administrator Clint Middleton stated that it’s similar to the one started in 2017 and is being put in place until there is a set plan. City Attorney Zach Chizek stated that it acts as a buffer for houses needing it. 

The City Attorney Agreement is up at the end of the month. The council looked at renewing the agreement for the next year. They thanked Chizek for his service, stating how they have enjoyed working with him and look forward to continuing. 

Middleton then addressed the next resolution on approving the wages for bargaining employees. He stated how they will now have one week’s vacation when signing on to the job. 

Next on the agenda was to approve the Police/Ambulance wages for the 2021 year. It was stated that pay differences are due to years of experience. The council is in the process of making the two part-time EMS Ambulance positions into a full-time position. Councilmember Andy Young stated that the council should provide a 20-dollar cell phone reimbursement for the full-time ambulance position. 

Two resolutions addressing full-time and then part-time and seasonal wages were discussed and approved. The resolution approving all 2020 transfers was approved. 

The council accepted and approved the acquisition of two properties located at 715 1st ST SE along with a property located at 402 1st AVE SE.

The City is working with the Clarion Economic Development Committee to give relief to businesses that are struggling with losses from COVID 19. The city wants to make sure they are putting forth their best efforts to keep the city on its feet. 

Police Chief Steve Terhark thanked his officers who helped in the search warrant in Belmond and also for their service on Saturday at the peaceful rally. 

Middleton reminded everyone that City Hall is matching the courthouse’s open policy-call ahead to make appointments. He also stated that in July late fees for water bills will be put back in place as well as late notices.
